Senate, House Send State Government and Finance Reform Bill ...

State Representative Cory Atkins was overjoyed to join her colleagues last Wednesday in sending historic bipartisan legislation to the governor that finally puts Massachusetts on a path toward zero-based budgeting, a policy change that will revolutionize the way Massachusetts allocates taxpayer money.???

?This legislation streamlines our Commonwealth?s government and finance administration, while also promoting transparency and accountability,? said Atkins.? ?My constituents have asked for a budgeting process that ensures their money is being allocated in ways that meet their needs.? I look forward to implementing zero-based budgeting, which will more accurately reflect the needs of the Commonwealth and will enable the legislature to make appropriations wisely.??

Lawmakers using a zero-based budgeting policy build a budget from the ground up. In contrast, the current practice of maintenance-based budgeting merely updates the prior year?s line items. ?By implementing this new budgeting procedure, Massachusetts will lead the nation in assessing the needs of state agencies each year.? The Commonwealth will join Utah and Virginia in increasing budget efficiency and transparency.? The bill calls for zero-based budgeting to take effect in Massachusetts in 2016.
