The Verge writes, According to researchers at Indiana University, the link between tweets and votes in political elections could be stronger than once thought. In a study analyzing 537 million tweets from August 2010 ?the largest sample of tweets ever accessible to academic researchers ? the percentage of votes for Democratic and Republican candidates in the House of Representatives race correlated with the percentage of tweets that mentioned them. The interesting part is that it didn't seem to matter if the surveyed tweets were positive or negative. "We call this the 'all publicity is good publicity'?

Mexico moves to relax decades-old grip on oil

Mexico considers energy policy reform

A shifting political landscape, sagging oil production and growing global competition are pushing Mexico toward constitutional changes that would open its energy sector to international investors for the first time in decades.

This week, Mexican President Enrique Pe?a Nieto is set to send lawmakers proposed constitutional amendments that would allow international players to share potential profits ? as well as risks ? of Mexico?s oil projects with the state-owned monopoly Petr?leos Mexicanos, or Pemex.

The proposal comes after years of declining oil production and could breathe fresh life into Mexico?s economy through an energy renaissance similar to the one taking place in its neighbor to the north.

?The energy reform process is crucial for Mexico ? it is the mother of all reforms,? said Duncan Wood, director of the Mexico Institute at the Woodrow Wilson International Center in Washington. ?So much hangs on the success of Mexico?s energy reform ? economic growth, the competitiveness of the country, potentially massive job creation, fuel prices and the historical legacy of the Pe?a Nieto administration.?

Energy reform:?Mexico debates opening its doors for shale development

But it would be a profound change for a nation that essentially has barred foreigners from ownership in crude oil projects since the 1950s and has defined much of its national identity on control of its natural resources.

Pe?a Nieto has identified opening up of the energy sector to international investment as a key goal for his presidency.

Mexico?s two major opposition political parties ? the conservative National Action Party, or PAN, and leftist Democratic Revolution Party, or PRD? have acknowledged the need for change. The day after Pe?a Nieto took office in December, the three major parties jointly formed the Pact for Mexico, a broad set of social and economic principles, including a commitment to retain control of the nation?s energy resources.

The parties are not in agreement, however, on the details of attaining that goal.

Pe?a Nieto?s model seems to have the support of his Institutional Revolutionary Party, or PRI, and the National Action Party, enough to provide the two-thirds legislative vote required for constitutional amendments.

?President Pe?a Nieto is going to get a reform passed because the PRI and the PAN have both endorsed fairly similar proposals,? Bill Richardson, a former New Mexico governor and U.S. energy secretary, said in an interview last week.

?I think that is going to be an enormous job generator and energy generator, not just for Mexico but for the hemisphere, and it is going to open up the possibility of partnerships with states like Texas in renewables and offshore and natural gas.?

Resisting big changes

The Democratic Revolution Party favors more limited changes and has said it will fight amending the constitution, suggesting it could lead to privatization of Pemex.

Earlier this summer, the party led widespread protests of Pe?a Nieto?s proposals. Andr?s Manuel L?pez Obrador, the party?s candidate who lost to Pe?a Nieto in last year?s presidential election, is planning more protests in early September.

Supporters of amending the constitution say it wouldn?t lead to foreign control of the national oil company, but that allowing foreign companies to invest directly in projects with Pemex could give it access to the international players? advanced technology and know-how.

?Pemex currently has its hands in a straitjacket,? said Gabriel Salinas, a Mexican attorney with Mayer Brown based in Mexico City. ?They have not have had the operational and administrative and financial flexibility to be a successful company because of legal restrictions.?

These restrictions specify the kinds of contracts Pemex can establish, and often lead to project decisions driven by domestic politics rather than industry economics.

?Pemex does not control its profits,? Salinas said, ?so they cannot use freely their profits for exploration, which is a basic activity for the oil and gas company.?

That hammerlock on oil profits ? which finance 35 percent of the Mexican government budget ? has been a roadblock to overhauling the nation?s energy sector.

Production sinking

Pemex?s drop in production, and the resulting lost tax revenue, has been one driver for reform.

Since 2004, the country has suffered a 23 percent overall drop in crude output. And production from its once-muscular Cantarell field in the Bay of Campeche has fallen 75 percent, to less than 500,000 barrels a day.

One of the debates between the Democratic Revolution Party and its more conservative rivals is whether reforming Pemex requires a change to Mexico?s constitution, or just revisions in a 1958 law that forbids production sharing with international oil companies.

?It is a common misperception that the Mexican Constitution prevents production sharing contracts that allow companies to be able to share in oil and gas,? said Steve Otillar, an attorney with Akin Gump who specializes in the Mexican energy sector. ?Many constitutions have similar language that says minerals are owned solely by the country ? that is not unusual. What is unusual is that once you have captured it out of the ground, most countries will allow you to share it.?

Colliding interests

The debate over exactly how to open up Mexico?s oil sector brings into play a tangle of legal, political and international relations issues, Otillar said.

Central to the debate is the long-term confidence of big companies that might want to invest, with a time horizon that could span decades. A constitutional amendment is more likely to survive shifting political winds, supporters reason, than a statutory revision.

?As soon as you have any kind of law or movement where a foreign company could own any part of the oil, the lawsuits will come out of the woodwork,? Otillar said. ?A constitutional change would send a clear message to the world that Mexico is open to the oil and gas business.?

Sentiment against foreign energy investment has been central to Mexican identity since 1938, when President L?zaro C?rdenas nationalized the oil industry and ousted foreign owners.

?Since the expropriations 75 years ago, our history textbooks have cranked into our DNA how the oil industry belongs to the Mexican nation,? Salinas said. ?The word privatization has a negative connotation in Mexico, which is why you see some parties on the left using the word privatization to describe the change, even though that is not what is being proposed right now.?

Mexico has attempted modest reforms in the past, most recently in 2008, when it let Pemex enter into some fee-based contracts with oil field services companies.

But those contracts don?t involve a cut of ownership or profits, and companies other than Pemex aren?t permitted to book reserves ? to list Mexican oil in the ground among their assets in financial accounting.

Must book reserves

International upstream operators say they can?t make exploration and production projects economically viable or attract investors unless they can book reserves to show their ownership of access to the crude.

?So far, Mexico has limited most of the engagement to what I would call service contracts, which really don?t fit into the portfolios of international companies, or the independent E&Ps,? said Lee Tillman, CEO of Houston-based independent Marathon Oil Corp. ?Some of the metrics that we would like to have ? booking reserves, sharing price risk and those types of elements that make for good opportunities for our shareholders ? today they just don?t exist in Mexico.?

As Mexico debates reform, Marathon and its rivals are watching closely, eyeing the resources of reservoirs like Cantarell.

?The industry as a whole has always sought to define a role in Mexico,? Tillman said. ?It is a tremendous hydrocarbon province. Should we see reform, just like any hydrocarbon resource, there will be ready suitors there to take a hard look at Mexico as an opportunity.?

Report Slams University of Utah Medical Lab for Misconduct

An internal review has discovered that, over five years, a medicine lab at the University of Utah "recklessly" fiddled with data in 11 papers.

In its report, the Consolidated Hearing Committee from the?university?concluded that assistant professor of medicine Ivana DeDomenico "engaged in research misconduct by 'reckless disregard of accepted practices' in her area of research." The report also found that Dr. DeDomenico's misconduct was only part of a bigger pattern of "complicity in misconduct within laboratories" and stressed that punishment for the bad behavior should not end with Dr. DeDomenico alone.

A complaint was first launched against Dr. Domenico during fall 2011 when editors of a journal that published one of her papers expressed concerns to the university's research integrity officer Dr. Jeffery Botkin. Other concerns were also raised by Dr. Tomas Granz, a UCLA professor who had partnered with DeDomenico on some of her published papers, through the Federal Office of Research Integrity.

According to the report, the falsifications in the eleven papers fall into three main categories including: "misrepresentation of images from films of laboratory experiments (gels transferred to western blot images and then scanned into computer files), misleading or erroneous creation graph curves reflecting circular dichroism data, and inaccurate error bars."

In total, the report found 21 errors in the 11 papers.

The committee concluded that although there was evidence of "intentional falsification, it could not prove that they were Dr. DeDomenico's work, "thus the CHC finding of misconduct?was based on reckless disregard of accepted practice." It added that, based on its investigation, "the large number of instances, over a period of several years, indicates a reckless disregard for the integrity of the research record, as opposed to the occasional lapses that might occur in any laboratory, and the resulting record is now nearly impossible to reconstruct."

Dr. DeDomenico, in a statement released by her lawyer to the Salt Lake Tribune disagreed with the committee's charge of "accidental misconduct" and stressed that she didn't alter research data on purpose.

In the statement to The Tribune she said she,?"maintains that she conducted her work as conscientiously as possible within the context of a very difficult work environment at the university," and agrees with the committee's report that the research discrepancies were only part of a larger problem. She added that, during the investigation, the university took away her rights and due process.

The CHC report recommended that Dr. DeDomenico either be allowed to resign or be fired from the University but again stressed that that one action would not solve the bigger problems revealed by the investigation. It called for "further investigation of the laboratory procedures uncovered in this investigation."

Victim identified in fatal California boardalk hit-run; suspect arrested

A hit-and-run driver plowed into pedestrians walking along the Venice Beach boardwalk in Los Angeles on Saturday, killing one woman and injuring 11 other people, fire officials and police said.

The deceased victim was identified Sunday morning as Alice Gruppioni, 32, of Italy, Los Angeles County Coroner's Office officials told NBCLosAngeles.com.

Later Sunday, an LAPD spokeswoman said that 35-year-old Nathan Campbell, of L.A., had been arrested and charged with one count of murder. His bail was set at $1 million, although it was unclear what motive, if any, the man may have had, officials said.

The driver had fled the scene in a dark-colored sedan, police said.?Security camera video captured a dark-colored car speeding off the boardwalk as people scrambled out of the way.?


The incident happened around 6 p.m. PT at the end of Dudley Avenue, where it intersects Ocean Front Walk just before the beach.

Twelve people were injured, and one of them later died. Nine others?were hospitalized and two received minor injuries, Los Angeles Fire Department spokesman Brian Humphrey told NBCLosAngeles.com.

The injured were "all believed to have been pedestrians on the boardwalk," according to a?tweet from the LAFD.

Witnesses told NBCLA that the driver of the car ? described as a 2008 to 2010 black or dark blue Dodge Avenger ? seemed to purposely aim at pedestrians as he swerved on and off the curb.

"The vehicle appeared to be moving purposefully down the boardwalk, according to witnesses," Humphrey?told the Los Angeles Times.?

The Venice Beach boardwalk is one of Southern California?s main visitor attractions, featuring hundreds of street vendors, performers, beachgoers and tourists on the crowded stretch of galleries, restaurants and tattoo shops.

Tiger Woods comes up just short of magical 59

AKRON, Ohio (AP) ? Hole by hole, the gallery grew larger and larger.

The word spread. Everybody lining the ropes in the third round of the Bridgestone Invitational ? all concentrated on a single two-man group ? wanted to see some history.

"Oh, they were excited," Tiger Woods said. "You could hear it more than feel it. You definitely could hear it. They were into it."

Woods flirted with a 59 ? he just needed to go 2-under over the final five holes ? but had to settle for a sterling 61 that tied his career best and swelled his lead to seven strokes after Friday's second round.

The magic number 59 ? shot five times on the PGA Tour ? was in jeopardy for most of the afternoon at Firestone Country Club.

"Disappointed? Absolutely not," Woods said. Then he cracked, "A 61's pretty good. I'm not bummed."

Pursuing his eighth victory at Firestone Country Club, Woods opened birdie-eagle ? stuffing an approach to 3 feet at the first hole and holing a 20-footer for 3 at the par-5 second. He had two more birdies on the front nine, and had four in a row to start the back nine in a light rain.

But with people filtering away from every other group, and the excitement building, Woods missed birdie putts inside 10 feet at 15 and 17 and hit a couple of errant drives. He saved par on the last with a 25-footer after a wild tee shot and an iron shot that hit into the trees and ended up in a bare spot short and right of the green.

"How about just pleased?" Woods said, when asked to rate the round. "I'm very happy I was able to post that. I just kept thinking, whatever lead I had, 'Let's just keep increasing it.' It's at seven now, I believe. So that's not too bad after two days."

The 61 ? matching his career best at the 1999 Byron Nelson, 2005 Buick Open and on the same Firestone course back in 2000 ? left him at 13-under 127.

Defending champion Keegan Bradley and Chris Wood, playing the tournament for the first time, were tied for second. They each shot 68.

Bradley finished well before Woods, but was asked if it was disheartening to take the lead and then have Woods retake it after the opening two holes.

"Tiger, those first couple holes out there are definitely birdie holes, so I'd expect him to do that," Bradley said. "You know, I hope he doesn't go too low."

Woods, a four-time winner this year, needed only 22 putts, eight fewer than he had Thursday in an opening 66. He hit 10 of 14 fairways and was on in regulation on 16 of 18 greens.

The next-best score on a threatening day with a slate-gray sky and precipitation was a 66.

How good were things going for him? He yanked a drive into the trees at 13, but it ricocheted into the middle of the fairway. From there he hit an iron to 15 feet and drilled the putt.

At the 14th, Woods hit his drive on the other side of the cart path beneath a canopy of huge trees to the right. He was forced to hit a low, hard, slicing shot to the green that ran to the back fringe. From there, he chipped 10 feet past but rolled in the par putt.

He stepped off his shot into the 216-yard, par-3 15th because he was bothered by a bug, then hit an iron 10 feet short of the pin. After playing partner Hideki Matsuyama of Japan putted out, Woods missed his birdie putt on the right side.

The 667-yard 16th, dubbed "The Monster" by Arnold Palmer, resulted in another par when Woods had to lay up and his wedge left him with a 30-footer for birdie.

Cheered by the fans 10 deep along the rope lines, he hit a long drive along the left side at 17. But he misread a 7-footer for birdie that missed on the low side of the break.

"I had opportunities to make putts there at 15 and 17," he said.

With the rain now falling hard, and Woods needing to hole his second shot on the par-4 18th for a 59, he drove far to the right on the slight dogleg to the left. He muscled a shot out of a difficult lie to a bare spot near a huge scoreboard right and short of the green. From there, he chipped to the back fringe ? and made the 25-footer coming back for par.

He pumped his fist as the crowd roared.

Matsuyama, a 21-year-old who was sixth at the British Open, got a close-up view.

"It was great looking at great play at the top of the world," he said.

The last player to shoot 59 in a PGA Tour event was Stuart Appleby in the final round of the Greenbrier Classic in 2010. Al Geiberger was the first in 1977, and Chip Beck, David Duval and Paul Goydos also accomplished the feat.

Bill Haas shot a 68 and was tied for fourth at 5 under with Henrik Stenson, who had a 70. Jim Furyk, Luke Donald, Jason Duffner and Bubba Watson were 4 under.

There have been 27 rounds of 60 in tour events, including Phil Mickelson this year in the Phoenix Open.

In a career spent in the spotlight, a 59 would have been just another check mark on Woods' to-do list. Instead, he didn't think it was even anything special among his achievements.

"It's up there. How about that?" he said agreeably. "It's up there, but I don't know about top 10."

China's Army Defends 'Sovereign Territory' from Japanese in Game

These are just some of the "guizi", the derogatory Chinese term for the Japanese occupiers during World War Two, that will die at the hands of Chinese troops defending their sovereign land, in a new Chinese video game released on Thursday, the anniversary of the People's Liberation Army's (PLA) founding.

"Glorious Mission Online" was developed by Giant Interactive Group, a Chinese developer and publisher, in collaboration with the PLA for use in training simulations. It has entered into the CBT on August 1st.

Now it has been released as an online game, allowing players to defend contested islands in the East China Sea -- Diaoyu to the Chinese, Senkaku to the Japanese.

"Players will do battle alongside the PLA, with guns in hand, and tell the Japanese: 'You will not violate our sovereign territory!'" says a statement on the game's website.

The row over the barren clump of rocks in the East China Sea - administered by Japan - has badly affected relations between Beijing and Tokyo.

Japan's defense ministry declined to comment on the game's release.

The PLA was interested in having a 3D interactive game for simulations with virtual replicas of their weapons, said Richard Chiang, a spokesman for Giant Interactive.

"The military was 100 percent behind this game," he said. "Rather than playing the same foreign games like Call of Duty and being American Marines shooting Russians or whatnot, Chinese can actually play as Chinese soldiers."

Glorious Mission Online plays much like any other first-person shooter, though nationalism is prominent.

Weibo of People's Daily shows the PLAs are testing this game.

One mission has players fighting with "burning passion" from the deck of the Liaoning, China's first aircraft carrier, in a "life-and-death" battle.

"The guizi are coming!" warns the game in a scenario where players are tasked with defending a World War Two-era Shanghai and its cultural artefacts from Japanese invaders.

"The guizi have been obliterated!" Glorious Mission congratulates the player after a grenade explodes under the last enemy's feet. Shanghai's museums are saved.

You like romantic comedies, your spouse likes action films, your four-year old likes dancing ponies, and your Netflix account has no idea which movie to recommend.

That was until now.

The video streaming service announced a new feature: user profiles. Now Netflix subscribers can create up to five different profiles within a single account. The company hopes to eliminate the sometimes-disjointed set of movie recommendations within one household.

The service can be set up either on Netflix.com or the Netflix app for PlayStation 3. Users can also link their Netflix profile with their Facebook account to connect with friends and check out what others are watching.

Even if you don?t have five family members who can use your account, Netflix suggests creating different profiles for different moods. (the number of people who sign up and then quit paying the $7.99 monthly fee when they feel like the service is no longer valuable), says Mike McGuire, a vice president at research firm Gartner, in an interview with the Huffington Post.

In an interview with USA Today, Netflix chief product officer Neil Hunt said the plan is something that ?will generate more happiness? from customers, and ?that will lead to faster growth and a bigger business overall."?

Hugo Boss celebrates 20 years with London exhibit

German label Hugo Boss is celebrating its 20th anniversary with the ?Red Never Follows? exhibit at the Saatchi Gallery in London. The exhibit celebrates 20 products and 20 artists. In addition to the London exhibit, there is a Website dedicated to the products and artists, allowing fans of the brand to experience ?Red Never Follows? online.

The ?Red Never Follows? exhibit runs from July 31 to September 1. The online site is located at www.redneverfollows.com. The site allows consumers to browse the products and the artists. You?ll find videos, interviews and more.

Android: Side bars are all the rage in apps right now, so why limit them? Appsi adds swipe-out side bar panels that can be triggered by hot spots.

The app allows you to designate several hot spots on the side of your screen. Swipe inward from that spot and you can pull out one of several side bars that give you quick access to information. By default, Appsi comes with an app shortcut side bar, though each additional plugin costs roughly $1. You can add calls, contacts, SMS, calendar events, or settings for up to six different slide-out panels.

More than 40 percent of active Android devices now run Jelly Bean, Gingerbread stubbornly holds steady

The last time Google visited Jelly Bean's user saturation numbers, it took the combined efforts of 4.1 and 4.2 to edge out Gingerbread's (v2.3.3 through 2.3.7) hold on the user base. Not anymore; the latest numbers from the Android Dashboard show the base version of Jelly Bean, Android 4.1, representing 34 percent of the active devices -- singlehandedly surpassing the old guard's 33 percent share of the market. When combined with the rest of the Jelly Bean contingent (Android 4.2 and above), Google's latest flavor of Android crushes Gingerbread with a 40.5 percent majority.

Froyo (v2.2), Eclair (v2.1) and Ice Cream Sandwich (v4.0.3 through 4.0.4) all took modest hits as well, though the latter of the trio retained its third-place position with 22.5 percent of active users. The only builds to hold steady? Honeycomb (v3.2) and Donut (v1.6), each retaining a miniscule 0.1 percent of the market. We'll admit, it's cute to see these old versions hang on, but please -- if you're still rocking a handset running Android 1.6, do us all a favor and turn it off.
